Vin question

When buying/selling a turbo buick,can the DMV tell by the vin # if its a turbo buick or does it show up as a buick regal? In PA if it matters.

The VIN tells whether it is a turbo vehicle. If the eighth VIN character is 7: states "turbo ('86-87, at least)." But I don't know if turbo or Grand National is listed on the title. These cars are only a Buick Regal with some factory options... The GN being mostly an appearance package.
