Waste Gate Actuator Question

My car was making too much boost 25+ lbs. I have an external waste gate and I have adjusted the actuator arm out so the waste gate is basically propped open. This does not seem ideal, is there any problem with running it this way and should I get an actuator that blows open sooner?
 
Make certain that the swing arm on the wastegate puck is not sticking. My Terry Houston downpipe gets carbon build up in that area. I frequently unbolt the downpipe from the turbo and spray it down with WD-40 and work the swing arm to the limits of it's movement, until it swings freely.

I realized mine was sticking when I stuck my toe into and the boost gauge didn't stop at the usual 22#, it hit 30# + by the time I removed my big foot from the accelerator pedal.
 
Yeah, it was stuck I took my down pipe off yesterday and did the same thing to it. Ever since I got this new converter it builds too much boost.
