wastegate problem or no problem!?!?

I decided to do the adjustable wastegate deal. Before I started, I noticed that the rod from the actuator to the waste gate seemed to be all the way out and the gate is already closed...I didnt think much of it so I took it off, threaded the rods, added the coupler etc and put it back on. Now that I'm done I'm thinking, There is no way I could make this rod any shorter because it wont reach the wastegate pin even with it fully closed. Maybe I am thinking too much into this or is there a problem with my actuator? I dont know much about it but I am guessing that the actuator sucks in with vacuum. If thats the case where can it suck into if the wastegate is already in the closed position? I cannot run the car right now because I need a turbo oil feed line (If anyone has one for sale let me know) the only thing that would make sense is if the actuator pushes out more when the car is running and when the boost kicks in it sucks in more closing the wastegate, but the actuator looks like its all the way out already..Take a look at the pics I added...All I wanted to do was make a adjustable wastegate and I make myself more headaches! lol.... Hopefully I am thinking way too much into this and its fine..
