Yes, a test pipe is a straight pipe that takes place where the cat is. Best one? I guess the cheapest one is the best, since they are all the same thing. Just don't get one that is smaller ID than the rest of the exhaust system, that would be silly.

I'm going to eventually get dual 2.5 ATR stainless exhaust once money permits...
will a test pipe come with the ATR exhaust setup?

A test pipe would more likely come with a new downpipe than a cat back exhaust system, though the hooker system can be had with a test pipe. The test pipe you chose will have to match the downpipe you use for diameter and length.

A Terry Houston 3" down pipe can be had with a test pipe that has a 3.5" cutout that you can open at the track.
