What is this broken piece?

Opened my drivers side door and discovered this broken piece at the bottom secured by two screws. What is it and what is it for?

Not sure how we can ID with the pic being so big....
A guess... It's the interior air vent.

It’s not a vent it’s on the door towards the bottom. It’s directly under the door striker. It’s black so it blends in. Better

Seat Belt Retractor. Mikes Montes has them.

Lever to retract seatbelt. Use it to retract manually(when door is open) or it will retract when door GETS opened.

Goes to retractor assembly behind panels in back seat.
