What is this green wire by the PS side kick panel??

I just discovered this green wire that is clearly cut up in the passenger side kick panel while reinstalling my ECM.


This is the Ttop car that I've owned for over 10 years now, I never cut it and everything seems to work.

It is the wire circled in the pic below, and a clearer pic below that.

ah, Thanks Dan! Makes sense since the antenna was broke, guess the motor still ran so it was cut to keep it from running.... Guess there was one thing that didn't work Since it never ran since I've had it I didn't miss it.
