My brother picked it up at a flea market for$4.
the guy said it was for bleeding brakes

The handle with the stem on it is one solid piece so the pumping up idea is no good. It just screws into the top.

I'd guess that's what it is, a brake bleeder. We used to use something similar on aircraft to bleed the brakes from the caliper up. Compressed air or nitrogen (can't remember which) over brake fluid in pot.
