last time I look out my window I did not see any palm trees . 
at the very beginning of the clip and at 00.06 sec and 1:12 sec into the clip you can see what looks like a palm tree in the upper right corner . and a 35 MPH not KM sign at 1:45 sec into it .

My guess would be there was a loss in translation and it was Ontario CA. It mentions city of Ontario and with the palm trees I will go out on a limb and say that is in Ontario California.
