will a worn cam cause low boost

I'm having problems building boost and will not build over 20psi. Did all the basic checks. with the waste gate hose off still 20psi

Yes, I have seen this with wiped lobes.

I for sure have a wiped lobe. The problem started at the track when I was spooling at the line it spooled slow and 1st would not boost over 15 and max 20 in 2nd and 3
