will not down shift to 1st at stops

my tranny has been through twice for a freshen up, never even had the numbers worn off the clutches after tear down. I have never had a tranny problem (knock wood) other than the car will not down shift to first gear at stops. every now and again it will drop down, but only rarely. I can manually pull it into gear and it will upshift from there fine. any help is appreciated.

Either the big weight on govenor is sticking or somehow a spring was put in the big weight side of the govenor.

Thanks...I'll look into it. My transmition guy mentioned something he did to the spring.

I have a similar problem. For me it won't downshift into 1st if I manually downshift it into 2nd. So I come to a stop and drop it manually into 2nd. When I start moving again, it is still in 2nd unless I manually pull it back into 1st. However if I come to a stop with shifter in OD or D it will drop all the way to 1st.

doesn't seem to have any other issues.
