Won't manually downshift into 2nd gear?

Just installed a newly rebuilt 2004R and on the manual downshift it won't do so, but work the throttle a little and she will drop right in! All other operation work perfect, just won't drop into 2nd on the manual downshift without throttle work.
What do I need to do to make it downshift into 2nd when shifted?

There is engine braking once it goes into second but not before, you can actually feel it "trying"? to downshift and will do so seemingly whenever it wants too when slowing down. Now remember, it does fine when the trans is in OD or D.
