Would a chip increase turbo spool up?

I have a ta-61 limited eng. turbo,hi-pro transmission with 3200-3400 converter,009's and a stock block,I was wondering if the correct chip will make the car spool up any quicker.I am currently running an old casper electronics chip.

The thing that effects spoolup the most is air/fuel ratio. You can adjust this by moving the fuel pressure up and down while monitoring knock and seat of the pants.

Yes, a leaner mixture will speed up spool but it also puts more heat into the turbo. The extender chip has a quick spool feature for the track but should not be used with street driving.
