1-2 shift firmness and gear hunting?

I have a recently rebuilt tranny and it works fine except at really low speeds it seems to be "hunting" for a gear and also at normal throttle (part throttle) it will chirp the tires on the 1-2 shift but not at WOT 1-2 shift...why?
I usually only drive in OD..would throttle linkage need adjusting?

a late shift at low rpm or if it takes a long time or higher rpm to shift then your tv cable is adjusted to tight. also to tight will give you a hard part throttle shift.
