14gal in 18 gal tank

Why does my car only hold 14 gallons if it's an 18 gallon tank? I can run till the car spotters and never holds over 14 gal

wild guess.. Its not a 18 gal tank

you're assuming that when the car spudders that the tank is empty theres usually a few gallons left when the bubbles start and a worn pump can cavitate sooner leaving more fuel you cant get out
btw its a bad habit to let it run down that low if its close to where it will spudder if you go WOT you risk cavitating the pump and going lean under boost , bad things will happen quickly
