1987 T-type We4

While driving my 1987 Buick Regal T-Type we4 when I get ready to shift into 4th gear and turbo kicks in transmission will not shift into 4th but if I let off and turbo goes down transmission shifts into4th gear anyone know what the problem is. Also I'm mainly noticed this problem when I'm going uphill and the only upgrade that I have on it is they maf translator withupgraded Mass Any help appreciated Thanks

My old white T did that when I first bought it. Changed filter and fluid and it was fine after that.
