recent rebuild, did not do it before rebuild when car shifts from 2-3 the motor feels like it revs up before shift, almost feels like part neutral then a good clean shift. all other shifts are great
 
try adjusting the tv cable you may want to try a different setting for better results.

i have the same exact problem! i have tried setting the tv cable all over the place...it still happens...i swear my car never did this flare until i started messing with the tv cable...my WOT shifts are awesome and perfect right at 5200 rpms...but when normally cruising the 2-3 is flaring...the rpms rev a little high like 2200-2400 and then it takes a few seconds for it to shift into 3rd finally...something's screwed up...
 
the problem usually is a 2/3 shift timing error resulting in a neutral feel because the band is off and the third clutch hasnt applied yet .the neutral feel is actually first gear reduction with no engine breaking or torque convertor multiplication in technical terms.because no band or hi clutch is back to first .if the pressures are good and the frictions arent burnt my research has proven to me that by opening the third accumulator hole in the seperator plate and dual feeding the direct clutch the problem is alleviated .dual feeding will snap a forward drum end off iff you are not using a quality piece or have drilled out any feed orifices in the seperator plate.also i have seen it caused by a servo with no cushion spring not allowing adequate 2/3 oil volume to quickly dump off 2nd oil and apply the clutch.this is because of an unbalanced amount of surface area and volume on both sides of the piston at certain throttle angles/or all of them.
