will the 3.8 14 bolt girdle fit a 4.1 block?

If it's a 20 bolt girdle, no, it won't. All 4.1s have 14 bolt oil pans; the 3.8s changed to a 20 bolt oil pan in mid 85. If the girdle's for an 86-7 3.8, it'll have the 20 bolt pattern.

Edit: did you have that "14 bolt" in your post originally? Maybe I read too fast. If it's a 14 bolt girdle, yes, it'll fit a 4.1 as well.

I believe RJC does make a 14 bolt girdle also though specifically for the 4.1s
