One other thing to check is that the bolts you're using aren't too long, causing them to bottom out in the turbo before actually pulling the downpipe flange tight. I just got a new downpipe myself and found 2 of the supplied bolts to be too long even though they're all the same length. To fix this, I ran a M8x1.25 die up to the head of the bolt, took a few threads' length off on a bench grinder, and removed the die. My car is still in pieces now but I know these bolts will at least work when I get it back together.
Agreed. Hunt around for a graphite crush-style gasket. Make sure it has the steel ring around the inside to keep it from blowing out.
If that doesn't work, have it milled like he said. If it can't be done right with a gasket, mate the surfaces up flat. If you're using RTV to seal gaps you're playing with fire. Not to mention you're probably mating two surfaces that weren't meant for each other.
