4.1L question and casting #'s...

I have a 4.1L Motor still in the regal it came in, the casting #'s are 25514291. Is this block a good one to start with?

My plans are to have the rotating assembly rebuilt with maybe some forged pistons. The top end is going to be champ irons, 60's w/ chip and a port matched intake. I want to run low boost, not planning on more than 20lbs.

Would the HP/Torque differnce be noticable from the 3.8L vs the 4.1L with the same combo and is it worth it?

Yep, that is a good one. Same casting I have. With a TE-62 on only 13psi it pulled like my TE-44 at 24psi with the 3.8.

that sounds promising... was that stock or stroked? what can i expect from the combo i stated above?

Stock stroke, big cam, and champion irons. You'll unshroud the valves with the bigger bore. Depending on the turbo, it should perform.
