I would not run a JB 80 exhaust wheel on street 23X.
To do that you would need around 4k stall and enough cam for the motor to spin the RPM to get the converter to couple.
I had a 7076 on my old junk with a Art Carr 4k and it was brutal.

You are right, so very right. This is where you see most combinations fall apart. Too tight is dull on the street but puts up nice MPH at the track and slippage numbers compute well. Too loose and short shifting results in a timeslip and that doesn't match the parts on the car. But it can be a light to light terror. Finding that Turbo/tune/converter combo can be very challenging if you don't ave the right guidance and knowledge. This is one of the biggest pitfalls in owning a TR.
 
5858 is the one Vern. Just enough to go 10's and no more pooch spool.
