80 turbo Carb overflowing?

Hello all!
I have a situation with my Hybrid build. Currently we've gotten the rebuilt motor to kick over after 30+ years dormant. Original carb NOT rebuilt. New mechanical fuel pump & pressure regulator's at approx 5.5 psi. The carb starts to overflow shortly after it started. Not using the pusher electric fuel pump in the tank (10 psi if it were wired in).
The only thing i didn't do was use a fuel filter in the carb inlet as it already has a large inline filter in the frame. (I did buy a new wix filter for this stock location but haven't installed it yet.) Could this be an issue, or do I need to get into the carb for a more common issue with these setups? (stuck float, needle, etc?) Any suggestions are greatly appreciated.

I would sure suspect a float issue. Stuck, improperly set or a float that no longer floats. Did you try taking a screwdriver and using the plastic handle end to give some hard taps to the housing to see if that unsticks the floats? A Qjet carb that old ,especially one that's been sitting that long, needs cleaned and inspected. It could be all gummed up inside.
 
I agree that it may be a float issue.
However, a couple of years ago I bought a new (chinese) fuel pump for a SBC with a Q-Jet carb because the old one was leaking.
When I started it up the carb was overflowing. I took the carb apart 3 times to fix the "float" problem. It still kept overflowing.
Finally, I replaced the pump again with an AC Delco unit. Problem solved. The defective chinese pump had too much pressure.
In all my years I have never seen that before. Something to consider.
