A/C venting question

I took my car to a shop bc the ac was not too great. They found the external vent was staying open and hot air was leaking in. so they permanently sealed it. But now i notice that my glove bos gets cold like a fridge. Also do these cars always blow air from under the radio vents all the time? or it there something wrong there too?

Mine has always blown under the radio regardless of the setting.

There's a "flip" back below the radio that closes when heat is not in use. The foam that seals that flap deteriorates, comes off, and much air passes around it. I glued a piece of foam to the flap - 90% cure.
