What is the code/screen on the scanmaster for the BLM's? I do not see it on the sheet that came with the scanmaster.

My BLM is 118-128. Usually stays right at 128 while driving lighty or at idle in
gear or in neutral. Is this normal range.
I did notice that after driving for about 15 minutes I went to park the car and the engine was staying in closed loop.

Is the BLM of 128 normal? If not what causes the BLM to be off?

If its idling in closed loop, even after a few restarts, then the computer may be losing its memory, resetting everything every time you start the car. Things like a low batttery, bad battery cables, etc, can cause a voltage loss to the ECM which causes it to reset.

You know I had just had the battery disconnected. I drove it again and it went to open loop after warmed up. So my last question is the BLM 128 good or bad?

A BLM of 128 is good if the computer has already learned. That is the center of the fuel adjustment range. When the battery is disconnected all the BLM values will default to 128. After the computer learns then any value of 128 +/-10 is ok.
