Any benefit to running a dump pipe?

Ok, I have installed a new 3 in downpipe with internal wastegate and connected a dump pipe/cut out in line. When I have the dump open, It is extremely loud and you can hear the turbo spool etc but the car feels slower to me. When the dump is closed, the car seems to have more of a kick in the seat of the pants feel. Is there a benefit of running a dump pipe other then noise?
 
My car used to run slower with the dump open than closed. It was very annoying since i liked the sound of it cruising in to cruisins. I believe i remember a link talking about this quite some time ago, others experienced the same thing.

Believe it is related to exhaust back pressure, for efficency car has to be tuned to an open exhaust. On pre-computer cars at least carb has to be set as will burn leaner. Newer cars probably automatically adjust somewhat (timing, fuel?). I don't run open myself, but I would think that those do for track have a specific chip for open exhaust. I've always suspected that's its a misconception that open = more HP, perhaps a good tuner will pipe in & inform.
 
I think that a cut-out is needed depending on what kind of exhaust system you have. Several years ago, I used to have a 3" downpipe with a cut-out on the test pipe mounted after the downpipe, but at the time, the rest of the exhaust system was mostly stock, so the cut-off was effective in that case. But now, I've changed all that for a 4" downpipe coupled to a dual 3" stainless steel cat-back system without any cut-out. My best time (see my signature) was done through the exhaust.
