any difference???

is there any real noticeable performance difference between the 3 types of V4 intercoolers? mainly between the V4-S stock replacement 13 row and the V4 21 row intercoolers

Depends on your goals or combo on which one you want.

V4S down to the low 11's, V4 down to mid 10's, and V4R mid 10's or faster. I think there is probably about a tenth or so difference between them within those ranges.

my goal is mid/hi 11's on the street. would a V4-S be fine for me. thats my goal b/c ive heard others say that beyond mid 11's you usually start to break things consistently.

just clean up your stocker and put a Dutt neck on it!

I would go either V4-S or V4. Or you could like Woody says make sure that 15 year old stock core doesn't leak and install a Dutt big neck on it.
