Looks like a pump, made of PCV material. It has a red & black wire & in the bottom is a metal enclosed unit? Motor?

Heck even if your not a plumber take a stab.

So far I have been told SUMP PUMP & Toiliet Pump.

I don't know, but it looks like it may have a flux capacitor in it.
