Any way to test boost controllers/wastegates?

I dont think my boost controllers is working. Ive tried adjusting the controller from one extreme to the other and I stay at 16 psi no matter what. How should I problem sovle this?

Would help if you mention the type of controller, wastegate or actuator, and how you have it plumbed. Also what is your spring pressure!

Can use compressed air to simulate boost.

Remove the lines from the controller and connect them together. What boost do you get?

Its a Turbonetics Wastgate (cant read the numbers off it, too faded) and a 50psi controller http://gn1performance.com/proddetail.asp?prod=BoostController.
