Looks like a flamed surface coated w/red candy paint.
The flameing (burning the top surface) establishes the contrast in the grain.

I tried a similar thing years ago with stain and it was disasterous....colored stain + wood basically = brown...candy is tranparent color (tinted clear basically).

It depends on the wood being used. It appears that the wood has an open grain. You can use a silica filler tinted with Japan colors (oil) to get the color of the open grain that you want. You can also use analyne (sp?) dyes that are mixed with either water or alky to get vibrant colors. Then add several coats of a compatable top coat and your good to go. A local woodworking store should be able to set you up with the proper items. Otherwise Rockler Woodworking has a large selection of finish products available through mail order.
Before you do a good piece, practice on a piece of scrap of the same species of wood sanded to the same grit.

Depends on the wood.

My uncle has furniture in his house that looks like that - and it's only been burnished.
