anything supposed to be plugged into this?

I just ordered them from my friendly neighborhood Buick dealer. They came in a box of ten. I think it cost like $10 for the box. I didn't know it wasn't important.

LOL
GM doesn't even stock PCV valves for our cars any longer - but they can seem to get Sol Valve Filters.
Probably from Kirbans.

While either port works - since it is simply a valve - my thinking is that:
1- Eventually you will get dust, dirt or grime in there - just as a matter of course - possibly resulting in a mal performing valve
2 - When the exhaust boost pressure modulates or ceases, a venturi effect will occur, - drawing said dust, dirt and grime inward.
Again - eventually possibly resulting in a mal performing Sol valve.
Although, I will say - I've seen some high mileage cars running a long time without the filter.
But it's only a buck and why not keep them on there for peace of mind

I make my own out of - similar foam, scissors to cut the rectangle, a soldering iron to make the hole, and a tie wrap.

both of the nipples on mine are capped off!!

Which means you are running some sort of external boost controller and the solenoid valve is still plugged in to keep the ECM from puking a code.

On my car it seems like the one end goes to manifold pressure and the other goes to the vacuum block... Is that normal, is this part even needed?

?? = manifold pressure? Where is that? On the turbo housing?
Vacuum block I know.
Either way - that sounds like a hot mess.

Im going over the engine on my new car and trying to find the cause for a slight rough idle. Ive already found 2 vacuum leaks and that fixed so much of the problem. I plan on getting new plugs and wires this week as well.

I noticed on whatever sensor this is, it looks like its missing a vacuum line?

Thanks for any help guys

For a stocker - that's a pretty clean looking motor. Save for the rust on the exhaust parts.

Unless you want to keep it bone stock - relocate that passenger side front breather -> turbo inlet bell contraption to the - garbage can.
Install a breather cap in it's place so as not to run all that oil through your intake system.
As I said - your motor looks pretty stock - rare - so OK - keep the contraption in the parts box and you can always slap it back later if you want.

If it manages to get any crud in the solenoid, it will blow right out as soon as the ECM chatters the solenoid. If it were to clog, it would just lower the boost to the wastegate setting (much like having too many nipples ;) )

So what you're saying is - You mean mine is not right if I have a 3rd nipple?

And ok - so don't run a filter.
Cuz they are so expensive I know! :D

Yeah i have a external gate & boost controller set-up
