Best rust inhibitor

I have a 98 chevy pickup,the truck is super clean, low mile rust free truck, but like every other one around this time frame the chrome bumpers especially the rear just rots off them,(See pics below).
Well i just found the last remaining rust free chevy chrome bumper in the universe, from that era,so i want to preserve it,so i figured i would sand the back + put some kind of rust inhibitor on it to make it last longer,the metal is so thin on these bumpers it's incredible.I think i would need something to stop the rust that is already happening + then maybe a thicker coating like an automotive undercoating,but was wondering if there is a single product that does both, or any other better way of preventing the rust.
Is just sanding + then spraying rustoleum going to help at all?
I figured i'll do whatever i'm going to do,now before i throw it on the truck.
I was planning on going to auto zone + ask this question, but they have not always used these products ,so i figured i would ask here first.
Any Suggestions?

Hell if you put a new bumper on a 98, it will probably outlast the rest of the truck without modification. Wash it out when you wash the wheel wells and such, it'll be okay. If you feel the need I'd use something like POR15, it SUPPOSEDLY attacks existing rust and stops it, regular rustoleum will probably get knocked off by rocks, and on top of that you damn sure don't want to just paint over any rust pits that are there. If you go with standard paint or undercoating it better be clean and dry and shiny.

Oh by the way, you don't have the last good one, we have a new take off stock bumper on the bumper rack from when they were new. :) Is it a gold mine? LOL

Ya these were not the typical chrome bumper, they all rotted real fast + were so thin they ended up with holes like mine,after just a few yrs,the one i just got is has already lost some metal on the back side + is pretty thin so i would only expect it to last a yr or 2 before its starting to come thru the chrome,so i am going to try the por15,some one else had suggested it but i had forgot the name .thanks.
that new bumper you have is probably worth about $300 at least up north.gm still sells them for around 300ish but now they don't include the plastic on them anymore,you have to use your old plastic.
ps, the regular painted ones didn't rot as bad as the chrome ones did.
 
Aaaaaah! Much better, That bumper has been driving me crazy for about 2 yrs now. :)
