best way to paint the black section on stock 15" wheel?

I did mine what a PITA. Time consuming but it comes out well. I picked up some of that blue painters tape and a box of razor blades. You pretty much tape up the entire rim take the razor blade and cut out the black areas. Gets a little tricky doing the center and getting it nice and even all the way around. The key is fresh blades! I put 4 coats on them. I also threw a coat on the inside centers to keep them from getting worse. The brake dust murders the inside of these rims something horrible. One coat a day. Figured I'm only doing this once!
