Bleeder Valve For Adjusting Boost

Can anyone explain this? Is it just to fool the wg sol. by giving a false vacuum reading, or bleeding off vacuum to wg diaphragm? Is there a commercial kit available, or is it just a list of parts and an ancient Chinese secret? Is easiily adjustable? And I am sure it requires a boost gauge. Just wondering
