bleeder valve not working

Stock style HD actuator hooked tuner style. DIY quick spool controller. Still have the factory Y with the orfice toward the wastegate. With the bleeder hooked to the other side of Y it will not increase boost, nothing comes out. WTH? I used this for years with the stock turbo and worked awesome. I pulled the entire line out and the line or valve aren't stopped up.

orifice goes toward the turbo.

I think I had it like that to start with but I flipped it so the bleeder valve would get more flow, I will try it tomorrow.
