Blm's stay at 128 always?

any ideas what would cause blm's not to move at all? locked on 128 even after 1 hour of driving?

what chip you got.128 is perfect but i doubt it stays there all the time unless its locked in the chip.

stock chip from 87.it start moving today finally,but it really likes 128.but when the blm is 128,the integrator is 150.and vice versa.I don't wanna chase numbers and get worried over nothin.car runs great??
