boost control issue with hd actuator and rjc boost controller

Today I just switched from a standard to an HD wastegate actuator. The rjc boost controller doesn't seem to affect adjustments now. My boost started around 21psi, I tightened the rjc controller 3 turns (maxed out) = still 21 psi, so then I tightened the actuator pushrod 3 turns = 26 psi. Don't get me wrong... the tune looks fine and the car freakin' hauls at 26psi but I'm only seeing 26 on the boost gauge in third gear, high speed pulls. Punching it under 40 mph the boost is a few lbs lower 22-24. Do I need to port my housing, or am I not controlling boost properly?

I know I'm not answering your question but does three 360 degree turns = 1 Pound of boost?

Three turns of the actuator rod the boost increased 3-4 pounds. 1 turn should = 1lb boost if that's what you're asking. Three turns of the rjc boost controller did nothing. Does the rjc boost controller not work well with the HD actuator? It worked great with the standard actuator for precise adjustments.
