boost not boosted enough

1st. My 92 typhoon never gets above 10psi!!!! Why is this?

2nd. Can anyone also verify that once you start the truck, the first time you accelerate hard the boost is limited, the second time you accelerate hard the boost will go all the way to 18psi? Once you turn the key off it starts all over.

1st, it should boost to 14-15 lbs. Check the wastegate arm adjustment.
2nd, yes the stock chip has a 10 pound boost limit the first time you boost it after a startup. You should have a better chip in there by now anyway.
