Boost out of control

Anyone here have problems keeping there boost down to 25lbs.
I can't get it to stay under that I've
ported waste gate hole to just under the puck size of a thdp 3.5 and I'm running a GTQ70 turbo and heavt duty actuator.

Oh and I've tried adjusting the rod arm longer and running vac. line from turbo to actuator and no change..

I was having a problem,
until, I got an EGT set-up. Then added a TON of fuel, and things have been much better......

I had a similar problem when I went to a 61, couldn't controll boost below 21#. I ended up proting the WG hole to 1 1/4". It was at 15/16" on a THDP, the puck on my THDP was 1 3/8". The puck just barely seals off the WG hole now, and I also ported out and radius curved all of the surfaces in the exhaust housing around the WG hole to better improve air flow to release boost.
Now it will controll boost all the way down to 13#.
If that doesn't do it, you may have to go to an external WG.
