Brake Problem 1991 S-10

Working on a 1991 S-10 truck, rear brakes lock up almost as soon as you press the brake pedal. Pads, springs, and hoses are in good condition. Any thoughts ?

You might have them adjusted too tight. With no brake and the tire off the ground can you turn the wheel...out of gear of course.

Otherwise looks like you may need a proportioning valve but very uncommon for them to go bad.
