Brass colored brackets on inlet housing?

What are the brass colored brackets on the inlet side of our turbos? They are half moon shaped, and bolted (3 bolts) to the inlet (inner) side of our turbos. Are they for strengthening the housing, or can they be removed? I can't get my turbo heat shield on. It is hitting the bolts holding the bracket I am speaking of.

Ross,
You have to leave those brackets on there. They help hold the inlet housing to the turbo.

Thanks Chris. That's what I figured. It looks like I'll have to ditch my current chrome turbo cover, and modify me another one.
