is there something needed to do to break in a new turbo or is it just bolt on and go?

A couple of squirts of fresh oil in the feed line inlet before sealing it up, and then start and drive it.

No break-in required, warm the car up to proper operating temp.s. before any heavy boosting.

If it isn't spinning properly by then it never will.
