BS3 IAC and cold start ?

I have been chasing a cold start problem for a while now. Last night I thought I would log my IAC to see what it was doing. I was using DES IAC, and ACT IAC in my log window. The problem is while the DES IAC was showing the imputed numbers the ACT IAC was reading 00. Does this mean my IAC isn't working or what? What do I check or look for?
