Corruption comes with power..
..the correption gets larger as the individuals power grows. Hence, street cops are at the bottom level of the "power tree" in the real big picture, so their corruption is usually over looked or not noticed, mean while, the citizens get the short end of the stick and if we are corrupt, we go to jail or fined and pay big time.
This process is only magnified and worse in small towns where there is less legislation and more "local" we do what ever we want laws.
If anyone believes power and corruption don't go hand in hand, and cops are any different then anyone else in power, your living in the fairy tale land.
Ever heard of ticket quota? They won't admit they do exist, but have to justify working, by writing a certain amount of tickets, which would be called, a quota!
