Cam sensor cap not lighting up no fuel no spark

Installed my other engine placed #1 cylinder at top dead center on compression stroke. Placed Casper's l.e.d. cap on rotated cam sensor counterclockwise until light just comes on tightened cam sensor bolt centered the can sensor cap screws. Crank the engine and the light on the cap doesn't blink. Pulled a sparkplug and its dry. Grounded the sparkplug no visible spark. Repeated process tdc on #1 set can sensor same thing fuses check out pump is on 40 psi at the rail. Got voltage on the harness side of crank sensor and cam sensor. Stumped maybe crank sensor is rubbing out? Ideas?
 
Check the up and down play on the reluctor ring . Also you have to set it to 25* past TDC then set the sensor . Rotate past tdc by 1.25"
 
So I have crank cam and ecm signal on the Casper's tester no spark but I didn't make sure the dot on the cam sensor gear was pointed at the passenger fender. I just rotated cap until led light came on and placed in the center.
