Can anyone blow-up graphics without distorting clarity?

We have put together a banner with some logos for our local Buick club to have a banner made of, but the banner size is going to be about 3 feet tall and 15 feet long. When you try to expand them to that size they of course become very blurred and the banner maker cannot use them.

Anyone have the ability to expand a graphic up to that size without seriously distorting it?
Or if someone can make the 3ft x 15ft banner from scratch using the graphic we have?
Here's the banner file in .pdf form, I have it in several different formats if needed.

You are going to need to convert to or recreate the image in illustater. Illustater is a vector based software so when you create an image it will never get pixelated. Photoshop is a bitmap software so it will get pixalated when you make it bigger. The picture looks pretty easy to recreate in illustater, exempt for the buick logo. Which you used a picture, and would have to get a higher resultion one or draw it in illustater.
 
Yep he's exactly right... for the BEST quality, you need to use vector images... when do you need it? if i have time i will try and help you out but right now i have a lot of projects going on.
 
I don't think Royal-T-Ltd has the skillz to redo this, I mean look at his sig, looks like a 5 year old with crayons! ;) Just kidding. I'm a professional graphic artist, been doing it for 15 years. Nice sig royal! You can get the buick logo on Best Brands of the World - vector logos, brand, logo, logotype, photos but it will just be a simple black and white. You'll have to break it down in adobe ill.

Thanks, we are hoping to at least have a soft copy image the actual size no later than about 3 weeks, then that gives the banner guy a week to make it....he said it would only take about 2 days. We are hoping to have it made before a big car show at the convention center where our Buick club is a host.
We'd be happy to pay you for your time also.
