can someone identify this piece?

Noticed a basketball sized oil spill in my driveway directly under this pipe. It goes from the end of the passenger side frame to behind the passenger side blinker assembly. The oil/grease is very light and clear with a strong odor.

Not sure if this is related or not but I have been hearing a plastic rattling sound from the front of the car.

That's your bumper support. Check above it to see where the oil is coming from

Checked it out again, I don't see anything obvious. The top of the pipe looks dry. Is there a shock absorber or something inside the pipe? Maybe hydraulic grease?
