Can windshield wiper arm be clocked?

The passenger side arm at its home position is far below the stopping pegs and washer jet. Can the arm base be clocked?

hello people; Speaking of that and I have to address it is my arms won't go to stopping pegs and I have to give it a push to get them there. Never had them off but somehow there's an issue.
