Can't get past 23 psi of boost

Have a RJC boost controller with stock wastgate actuator (see signature for other mods). Been adjusting boost controller and actuator for the past hour and a half and the best I can get is 23 psi. I'm wanting 25 psi. Initally I set it up just like the RJC instructions (1/8 in. back on wastegate rod). With the boost controller scewed all the way in and could only get 18psi. I shortened the wastegate rod more to 1/2 in. and streached the boost controller spring to add more pressure but only got to 23psi. Suggestions?
 
Mine did the same thing at 25psi. Add another spring from a hardware store to add more spring pressure. It's possible that the pressure inside the exhaust housing is blowing open the flapper valve.

get an hd actuator , you can also run a stiffer spring in the rjc valve
 
Or add washers with the spring in the RJC. About 5 of them and that will add pressure on the spring.
 
Pull the spring put of the RJC controller and stretch it. I have made 35 psi with a stock actuator on a stock long block car and a TA62, 31psi with a TE44.
