Casting hole in exhaust housing?

My turbo began smoking after a long road trip. The car ran fine the whole way but at idle people we stopping to tell me my car was on fire. I checked for blow-by and had none. Subsequently I was told by my TR mechanic that it was a bad seal in the turbo. Upon further inspection I also notice a small hole in the exhaust housing. This really scared me because I thought the wheel had come apart and did some real damage. I ordered a used turbo and when it arrived it had the same hole. The turbo came off a low mile 37,xxx GN. The hole is near a bolt hole that is on top of the turbo when mounted on the car. Is this simply a casting hole. It does't look like it goes into the housing itself. Or is this a weak spot that burns through?

Seems to be normal. I just ripped mine apart to rebuild it and saw the same thing.
