Ceramic coating the turbo exhaust elbow

I'd like to ceramic coat my 87's typically rusty stock turbo elbow -- but what to do about the wastegate puck assembly?

The puck and shaft seem to be welded together, with no apparent way to remove them so that the housing can be coated.

Should the housing & puck be coated as an entire assembly? Can the shaft and feed-thru hole could be properly masked to prevent the shaft from sticking, after the coating has been baked on??
 
Most ceramic is applied thin thin. This wouldn't be a problem to coat as a assembly.
 
what do you mean? with turbo housing and down pipe?
 
The elbow or a down pipe, ether is no problem coating as a assembly.
