Changed VB and lost fourth gear

Well the saga continues, after finding that my original valve body was an early hydraulic valve lockup unit I went to the pick n pull and picked up a CR7 valve body in hopes to get my convertor to lock up. I have read that this is a decent VB to use and had high hopes. So I very briefly cleaned it and installed it with a KC sep plate that I had already modified. Took it for a test drive and now NO fourth gear. Figuring that maybe it needed its original CR sep. plate (only difference is the hole at 3 MTV according to the ATSG manual being in different location) I installed that plate and completely disassembled the VB and cleaned every bore, bushing and valve. Went for another test drive and have a very good 1-2 shift, slightly late 2-3 and only found fourth gear at over 75mph with letting off the gas. When I started to slow back down or got back into the throttle, even slightly, it would shift back into 3rd and not hold fourth. Please somebody give me some insight. This transmission had fourth gear fine with the other VB but lock up was not possible. Now with a better VB, I can't get fourth gear. The only things that have been apart since fourth gear was working is the VB, sep plate, and accumulator housing. Governor hasn't been touched so I don't think that is the issue. Any ideas?
 
So how much does the governor affect shifting into fourth gear. I'm wondering if even though the MCSS governor worked well with the previous HC VB if it has issues with the CR VB? I know that there is a thread where I believe Jakeshoe said that the CR performs the same as the KC valvebody and that people are using a BR gov with the KC VB to get 5800 rpm shift points. Makes me wonder if even though my 1-2 and 2-3 shifts are ok if this could be causing the fourth shift to be delayed.
 
The governor has a lot to do with the shifting. You should try using the governor out of the trans you got the valve body from.
 
I just don't understand how come the MCSS governor worked so well with the crappy 1982 HC valve body. Also I don't understand why the other shift points are fine, just fourth gear is not right. Regardless, it will only take a few minutes to change out the governor so I'll do that tomorrow and see what changes.
